He is liable and there is a civil suit proceeding, I believe.
The owners of prostatitis--dot--org are also liable, since they handed over control of their forum to Dr Song's agents, as can be seen from the screenshot above. The extent of the financial arrangements between the owner/s of prostatitis--dot--org and Song's gang has yet to be determined.
